The Ministry of Agriculture announces an open competition for the position of Member of the Board of the State Limited Liability Company “Real Estate of the Ministry of Agriculture”.

The State Limited Liability Company “Real Estate of the Ministry of Agriculture” (hereinafter also referred to as “SLLC REoMA”) aims to manage strategically important state property entrusted for development – drainage systems and hydraulic structures – and maintain the cadastre of drainage, ensuring economically viable, environmentally friendly, and socially responsible sustainability of agricultural and forestry land resources.

Required Knowledge, Experience, and Competencies for the Position of Member of the Board:

Mandatory Requirements:

• Compliance with the requirements of the fourth part of Article 31 of the Law on the Management of Capital Shares of Public Persons and Capital Companies;
• Compliance and consent to adhere to the provisions of the “Law on the Prevention of Conflict of Interest in the Activities of State Officials” in the fourth part of Article 6 and Article 7, the restrictions on combining the office of a state official specified in the third part of Article 6, the procedure for implementing the restrictions on combining the office of a state official specified in Articles 8 and 81, and avoiding other possible situations of conflict of interest if elected to the position of member of the board;
• Consent to the status of a state official and the restrictions imposed on it;
• Compliance with the requirements of Article 9 of the “Law on State Secrets” (performance of duties related to access to state secrets, the candidate must meet the requirements for obtaining a special permit to access state secrets);
• Knowledge of the state language to the extent necessary for the professional execution of the duties of a board member (at level C1), knowledge of English in accordance with European guidelines for language learning below level B2;
• Higher education in at least one of the following fields (engineering, economics, finance, management sciences, or law);
• Impeccable reputation, meaning that there is no reason for justified doubts about the person’s impeccable reputation and no evidence to the contrary;
• At least three years of work experience in the last 10 years as a member of the management board or council of a medium* or large capital company** (of which at least two years of continuous experience in one capital company) or at least three years of work experience in a state or local government institution (of which at least two years of continuous experience in one institution) in a leading position (director or deputy director, or head of a large structural unit or deputy head) responsible for shaping or implementing sectoral policies, providing the experience, competencies, and knowledge necessary to professionally perform the duties of a board member in the following areas:
• Real estate management;
• Financial management;
• Risk management;
• Quality management;
• Knowledge and understanding of:
• Company and team management;
• Financial attraction for projects funded by the European Union and other financial sources, as well as the implementation of these projects;
• Real estate management;
• Operation, maintenance, and construction of drainage systems;
• Risk management and quality management;
• Strategy development and implementation.

Management Competencies:

• Strategic vision (essential competence);
• Change management (essential competence);
• Focus on achieving results;
• Team leadership.

The monthly remuneration of a member of the board of SLLC REoMA shall be determined in accordance with Cabinet Regulation No. 63 of February 4, 2020, “Regulations on the Number of Members of the Management and Supervisory Boards of Public Persons and Public-Private Capital Companies and the Maximum Amount of Monthly Remuneration of Members of the Management and Supervisory Boards”.

Monthly remuneration (gross): EUR 6390

The selection and evaluation process for members of the board of SLLC REoMA consists of three stages, and it will be carried out by the nomination commission of the selection competition and the personnel selection company SIA “Fontes Executive Search”.

Candidates who will be selected for the second round will be invited to submit a prepared presentation on the topic specified by the nomination commission (presentation duration – not more than 15 minutes) no later than five days after the invitation.
