Starting from October 1, 2024, SIA “Latvijas Digitālās veselības centrs” will begin its operations in line with its strategic goal of developing and efficiently managing the digitalization of the health sector. The aim is to promote collaboration among stakeholders, create essential digital health services for society, and improve the ICT infrastructure for healthcare, enhancing the broader use of digital technologies in the sector.
We are seeking a visionary leader to establish a health data management institution and build a team that will support the open digital health ecosystem, in accordance with the Digital Health Strategy 2022-2027.
Minimum requirements for candidates:
- Compliance with the requirements set out in Section 31, Paragraph 4 of the Law on Governance of Public Capital Shares and Capital Companies.
- Impeccable reputation.
- Compliance with the requirements of the Law “On Prevention of Conflict of Interest in Activities of Public Officials.”
- Compliance with the requirements of Section 9 of the Law on State Secrets.
- Academic or second-level professional higher education in management, finance, economics, business, law, or a related field.
- Proficiency in the official state language at C1 level or higher and English proficiency at B2 level, in accordance with the Common European Framework of Reference for Languages (CEFR).
- At least three years of experience (within the last 10 years) as a board member or at least three years of experience in a public institution related to sector policy planning or implementation, in a leadership position, with oversight of no fewer than 30 employees.
Additional required qualifications (specific examples to be included in the CV):
- Experience in developing and implementing operational strategies, planning, and managing processes.
- Experience leading organizational change and development processes related to structure, processes, and human resources, or in improving governance, control, and operational efficiency.
- Understanding of data management, preferably in healthcare.
- Knowledge of finance, risk management, and data protection.
- Experience in software development, modification, testing, or support (NACE code 62.01).
- Skills in presenting, debating, persuading, and conducting constructive discussions.
Desirable qualifications (may earn additional points, specific examples to be included in the CV):
- Experience in implementing innovations, leading digital transformation projects, or transforming business models.
- Experience managing or supervising large-scale projects and utilizing European Union financial instruments (project size threshold of at least EUR 750,000).
- Understanding of the governance and operation of public capital companies and the specificities of digitalization.
- Understanding and experience related to the country’s healthcare system.

Monthly salary: EUR 5500 (before tax).

Candidates progressing to the second round will be required to submit a strategic vision for the institution’s development, demonstrating how it can become a sustainable and modern health data management institution, citing an example of a similar institution from another EU member state. They will also need to outline priorities and proposals for the transition of functions from the National Health Service and other related agencies (in the form of a presentation, up to 15 minutes).

The selection and evaluation of candidates will be carried out by a nomination committee led by Aiga Balode, Deputy State Secretary for Digitalization and Change Management at the Ministry of Health.
