The Ministry of Health of the Republic of Latvia Announces a Competition for the Position of Board Member at VSIA “National Mental Health Center” with Expertise in Change Management
Minimum Mandatory Requirements for Candidates:
- Compliance with the requirements of Section 31, Paragraph 4 of the Law on Governance of Public Capital Shares and Capital Companies.
- Impeccable reputation.
- Compliance with the requirements of the Law “On the Prevention of Conflict of Interest in Activities of Public Officials.”
- Academic or second-level professional higher education.
- At least three years of experience in an equivalent senior management role within a relevant sector, or a senior management position requiring the competencies and knowledge necessary for professional execution of the board member’s tasks.
- Proficiency in the Latvian language (C1 level or higher) and English language skills (at least B2 level) in accordance with the Common European Framework of Reference for Languages.
Additional Requirements (examples to be included in the CV):
- Experience in managing change and development processes, including organizational structure, processes, and human resources.
- Experience in implementing digital solutions, strengthening governance and control, or improving organizational efficiency.
- Experience in developing and implementing operational strategies, understanding public capital company governance and operations, and knowledge of good corporate governance principles.
- Knowledge and understanding of administrative and human resource management processes.
Desirable Requirements (may earn additional points; specific examples to be included in the CV):
- Experience in managing or supervising large-scale projects (€500,000+), including the use of European Union financial instruments.
- Experience in quality and process management.
- Understanding of procurement processes.

Salary:
€4,800 per month (gross).

Candidates shortlisted for the second stage will be asked to submit a strategic vision (in a presentation format, up to 15 minutes) outlining the main future challenges for the “National Mental Health Center” and providing insights into key priorities and proposals for addressing them.
