VAS “Latvijas dzelzceļš” (Latvian Railways) is the infrastructure manager for Latvia’s public-use railway network and the leading company within the Latvian Railways group. Knowledge, Experience, and Competencies Required for the Position of Chairperson:
Mandatory Requirements:
- Compliance with Section 31, Paragraph 4 of the Law on Governance of Public Capital Shares and Capital Companies.
- Adherence to restrictions outlined in the Law on the Prevention of Conflict of Interest in Activities of Public Officials, including restrictions on combining official duties as set forth in Articles 6, 7, 8, and 81.
- Consent to assume public official status and abide by associated restrictions.
- Compliance with Section 9 of the Law on State Secrets (the role requires access to classified information; candidates must meet the requirements for a special permit).
- Proficiency in the Latvian language at the C1 level, and English language proficiency at B2 level or higher (according to the Common European Framework of Reference for Languages).
- Academic or second-level professional higher education relevant to the field (engineering, management, economics, finance, transportation/logistics, or a similar area).
- Impeccable reputation, with no evidence to the contrary.
- At least three years of experience as a board member or equivalent senior management position in a medium or large organization, providing the competencies and knowledge required for the role of Chairperson.
Desirable Qualifications and Experience:
- Proven experience managing or overseeing large-scale investment programs or projects (≥ EUR 5 million), preferably with EU financial instruments.
- Successful experience in representing and advocating for the organization with stakeholders.
- Documented experience in managing and/or overseeing change processes.
- Board or council experience in a medium or large organization.
- Knowledge of risk management processes and internal control systems.
- Understanding of the operational field of VAS “Latvijas dzelzceļš” (infrastructure management, transit, logistics).
- Knowledge of public capital company operations, corporate governance principles, and stakeholder management.

Remuneration:
The monthly salary is EUR 12,000 gross, in accordance with the Cabinet of Ministers’ regulations on public capital company board member remuneration.
Selection Process:
The selection process will consist of three stages, led by a nomination committee and SIA “Fontes Executive Search.” Candidates advancing to the second round will be asked to submit a presentation on a topic specified by the nomination committee (maximum 15 minutes).
