<p class="wp-block-paragraph">The Council of Public Electronic Mass Media (SEPLP) confirmed the board of the unified Latvian Public Media (LSM) on Wednesday, November 13, for a five-year term. Baiba Zūzena has been appointed as Chairperson of the Board, while Ieva Aile, Inese Tanne, Ilze Ogle, and Ingemārs Vekteris have been appointed as board members.</p>



<p class="wp-block-paragraph">Each board member will oversee specific areas: Aile will focus on program and service development, Tanne will handle financial management, Ogle will be responsible for personnel management, and Vekteris will oversee technology management.</p>



<p class="wp-block-paragraph">The newly elected LSM board will serve for five years, beginning their roles in early January 2025 when the new state-owned company “Latvijas Sabiedriskais medijs” is registered.</p>



<p class="wp-block-paragraph"><strong>Board Members&#8217; Backgrounds:</strong></p>



<ul class="wp-block-list">
<li><strong>Baiba Zūzena</strong> previously served as CEO and board member of All Media Latvia, managed the consulting company Komercizglītības centrs, and was the Deputy Chair of the Board at SIA Getliņi EKO.</li>

<li><strong>Ilze Ogle</strong> leads strategic human resources management at AB City, a company focused on healthcare products and services.</li>



<li><strong>Ingemārs Vekteris</strong> has extensive experience as the head of Vidzemes TV, a founding member of the regional TV network ReTV, and is the Executive Director of the Latvian Broadcasting Association.</li>

<p class="wp-block-paragraph"><strong>Context:</strong></p>



<p class="wp-block-paragraph">The selection process for the new LSM board members attracted 78 applicants and was conducted over three rounds. SEPLP finalized its board selection on October 30. Before their official appointment, the selected candidates met with public media employees and trade unions.</p>



<p class="wp-block-paragraph">During a meeting with Latvian Television employees, questions were raised about Ivars Šulcs, initially nominated for the technology management role. Following this discussion, Šulcs withdrew his candidacy. SEPLP then nominated Ingemārs Vekteris, Executive Director of the Latvian Broadcasting Association, for the position.</p>

They will also need to outline priorities and proposals for the transition of functions from the National Health Service and other related agencies (in the form of a presentation, up to 15 minutes).</h3>

<p class="wp-block-paragraph">The nomination committee for the board member position at the state-owned company “Riga International Airport” (VAS “Riga International Airport”) has decided to recommend two candidates to the Ministry of Transport, one of whom will be appointed to the position.</p>



<p class="wp-block-paragraph">In the third round of the competition, three candidates vied for the position. During this phase, the committee assessed the candidates&#8217; leadership competencies.</p>



<p class="wp-block-paragraph">After evaluating the candidates across all three rounds, the nomination committee decided to recommend two candidates for the vacant position on the board of VAS “Riga International Airport” with expertise in financial matters, auditing, strategy development and implementation, and the operational domain of the airport. The candidates were prioritized based on their total score, and the Ministry of Transport will make the final decision on who will be appointed.</p>



<p class="wp-block-paragraph">The nomination committee was chaired by Dzintra Gasūne, head of the Corporate Management Department at the State Chancellery’s Cross-Sectoral Coordination Department. The committee included Inguna Strautmane, Director of the State Capital Management Department at the Ministry of Transport; Artūrs Kokars, Director of the Aviation Department at the Ministry of Transport; Jānis Gredzens, Work Environment Coordinator at the Corporate Sustainability and Responsibility Institute; Zigmārs Vestfāls, Board Member of the Latvian Aviation Association; Gita Oškāja, Deputy Chair of the Latvian Free Trade Unions Association; and Kaspars Gorkšs, Director General of the Latvian Employers’ Confederation. Fontes Executive Search, a personnel selection firm, was involved in the evaluation and selection of the candidates.</p>



<p class="wp-block-paragraph">The nomination process was managed by the State Chancellery in cooperation with the Ministry of Transport, following the State Chancellery’s assumption of the Cross-Sectoral Coordination Centre’s functions from March 1, 2023, including managing the nomination process for state-owned companies’ board member selections.</p>

<p class="wp-block-paragraph"><strong>Introduction of the Selection Process for Board Members of the Newly Established “Latvijas Sabiedriskais medijs”</strong></p>



<p class="wp-block-paragraph">To facilitate the merger and establishment of the state-owned limited liability company “Latvijas Sabiedriskais medijs,” stemming from the reorganization of “Latvijas Televīzija” and “Latvijas Radio,” the Public Electronic Media Council (SEPLP) has initiated a selection process for the company’s Board of Directors. This includes the positions of the Chairman and board members responsible for program and service development, financial management, technology management, and personnel management.</p>



<p class="wp-block-paragraph"><strong>Composition of the Selection Committee:</strong></p>



<p class="wp-block-paragraph">The selection committee consists of seven members, including three SEPLP members, representatives from the State Chancellery&#8217;s Cross-Sectoral Coordination Department, the Baltic Corporate Governance Institute, the Latvian Media Ethics Council, and the Baltic Center for Media Excellence. The committee also includes observer representatives with advisory rights from the unions of “Latvijas Radio” and “Latvijas Televīzija” and the Latvian Journalists&#8217; Association. The committee is chaired by SEPLP chairman Jānis Siksnis.</p>

<p class="wp-block-paragraph">Candidates are invited to apply by August 23, 2024, and will undergo a rigorous three-round selection process. The first round will assess compliance with mandatory requirements stated in the announcement. The second round will involve semi-structured interviews where the committee will evaluate presentations and pose standardized questions to all candidates. The final round will feature a thorough evaluation of the top candidates’ competencies by human resources specialists.</p>

<p class="wp-block-paragraph">The application process for the open competition for a board member position at the state joint-stock company &#8220;Riga International Airport&#8221; (VAS &#8220;Starptautiskā lidosta &#8220;Rīga&#8221;&#8221;) has concluded. The role requires expertise in finance, auditing, strategic development and implementation, as well as knowledge of the airport&#8217;s operations. A total of 22 candidates have submitted their applications.</p>



<p class="wp-block-paragraph">The competition, announced on May 23, will be conducted in three rounds. During the first round, the nominations committee will evaluate the submitted documents to ensure the candidates meet the mandatory requirements.</p>



<p class="wp-block-paragraph">In the second round, candidates will undergo interviews where they will present their strategic vision for addressing the future challenges of VAS &#8220;Starptautiskā lidosta &#8220;Rīga&#8221;&#8221;. This includes highlighting key priorities and offering proposals for their implementation. In the third round, the committee will assess the management competencies of the candidates.</p>



<p class="wp-block-paragraph">At the conclusion of the competition, one or two candidates who receive the highest evaluations will be recommended to the Ministry of Transport in a prioritized order for the final decision and appointment.</p>



<p class="wp-block-paragraph">The nominations committee is chaired by Dzintra Gasūne, head of the State Chancellery’s Cross-Sectoral Coordination Department’s Capital Company Management Division.
